OpenSCAP ships with OVAL schema 5.11.3

Abstract
OpenSCAP currently ships with a rogue OVAL schema version 5.11.3, which adds a few tests/content that was needed for ComplianceAsCode, For more information see both 1 and 2.

The question here is if it makes sense to add those contents officially to OVAL and make it part of the schema.

@evgenyz might be able to give a full list of what changed or we can inspect the git history here

Thanks @dodys, I would recommend that we create granular pull requests per feature/fix, so we can adequately review them, and determine if they are needed in OVAL 5.12.x.

Would be interesting to know if OpenSCAP is planning to support OVAL 5.12.x as well.
