Feature request: Complete Implementation of Checkpoint / Restart Capability in FAST.Farm #3048

Is your feature request related to a problem? Please describe.
Input parameter ChkptTime is in the FAST.Farm input (*.fstf) file, but the logic to support checkpoint / restart capability is not yet finalized.
Describe the solution you'd like
Fully support checkpoint / restart functionality, like it is in OpenFAST.
Additional context
The FAST.Farm documentation on readthedocs notes that ChkptTime is currently unused and its implementation is listed under future work.
