Inconsistent rendering of AIS targets #163

Description

@jsavage

For some time I have observed that AIS targets are not always rendered in the correct geographic location when zooming in and out on OpenSeaMap. I am judging correctness here in relation to the path the vessel and others will have taken.

The attached video (compressed) is the simplest example that I have been able to capture but I should emphasise that this is not an isolated case. In this example only one vessel 'Moody Blue' is discussed, however when zooming in it clearly jumps backwards and forwards on its path of travel relative to fixed lines on the chart. Notice that at least one other vessels in view is also displayed in an anomalous manner - either by being displayed in the wrong place or not being displayed (in view).
