Angular ESLint setup need to be updated

The intructions mentioned in dev standards for angular are no longer valid.
Need to find new instructions add updated document.

@osm-vishnukyatannawar Same Setup can be used. We are just not having few steps at the start. Can just update them, as we are using Prettier anyway.
