Establish pricing for 3D Printing at the hackspace

We need to establish how we will charge people for using the 3D Printing services at the hackspace.

We need to consider:

• Hackspace Members
• Business Members
• Prototyping Customers

This task will be considered completed when:

• The pricing recipe is written
• The pricing recipe is published on wiki (including updating/replacing "3d_print_manual.docx")
• The pricing recipe is printed and displayed next to printers
• The pricing recipe is announced to the list
  • Something like "The pricing for 3D printing has been updated. Please consult http://wiki.oxhack.org/blehblahblah for the latest information."
• The pricing recipe is announced to the techs
