Add guarantee_normalized.py standalone script

Would be nice to have a counterpart to `examples/guarantee_preprocessed.py` that would only generate `normalization/normalization_signal_group_111997851169767438851408843208529593130.npz` from the preprocessed `.npz` files. 

That way, `python mpi_learn.py` would jump right into training even on the first execution.
