Add support to copy config files from server

Because the Raspberry Pi runs the software from a local install (it needs to use the ARM JRE) there is no support to store and manage the release config files on the PaperCut server as

It would be nice to have a placeholder in the Pi startup script that copies the config file
from the server if it has changed.
