Add staff debug commands for ChestShops #49
Description
Mainly:
- Checking the status of a shop (by clicking on the sign)
- Updating the status, or "refreshing", the shop
- Possibly changing the details of the shop itself
These would be mainly in response to reports of some shops not selling the correct number of items to players due to a desync between the shop sign and the database.
