Higher lower cap for donation activation

Right now, a button with e.g. 100 XEC will generate a QR code that also outputs 2 XEC ( 2% by default) to the donation address. Problem is that in this case, the amount is too small for the tx to go through using electrumABC:

...so probably a bigger threshold is needed
