Refactor Shared Settings for Paywall and Woo Payments

Now that the WooCommerce Payments gateway is supported, shared settings such as the Public Key should be moved to a dedicated common tab. These settings are used by both WooCommerce Payments and the Paywall feature and should therefore be managed centrally.
