(Suggestion) Setup CI enviroment for PRs and CD for HockeyApp

I would like to see on this repo some sort of Build system for every PR.
Like AppVeyor, VSTS or something, that would restore nugets, build and test the PR code.

Next we should maybe also do CD, so we can release every next release firstly on HockeyApp for closed group of testers (us or maybe some more).
