Allow API partners to override SSI income for IL AABD calculation

API partners need the ability to see both federal SSI entitlement and IL AABD eligibility in a single API response. Currently, IL AABD counts calculated ssi as unearned income, which typically makes SSI-eligible individuals ineligible for IL AABD (since federal SSI exceeds IL's need standard).
