LLM-based Helper

Create an LLM-based agent for natural language assistance with how to participate in the project, how to volunteer, how to create new projects etc. Suggest considering HuggingFace for where to host this, and have it point to this repo. May need regular updates if it is created using some sort of RAG technique.
