Matlab engine does not shutdown properly on Windows #186
Description
When running python-RAT on Windows, I have found that the program does not terminate properly upon completion. This is due to a fault related to matlab engine, and is fixed if matlab engine is removed from the python environment. Note that this bug occurs regardless of whether matlab is used within the code, or even the core RAT C++ code is called (I had it occur when simply defining a project).
This problem has been observed in matlab engine versions 9.14 (2023a), 23.2.3 (2023b), 24.2.2 (2024b), and 25.1.2 (2025a).
