Revising and optimizing of ESME / SMPPServer configurable options

We need to revise and optimize ESME / SMPPServer configurable options:

• check how we use them (some of them is not used or not properly used). We may be need to remove non used options and add needed missed options
• check the possibility of moving some SMPPServer options direct to ESME to simplify and makeing more clear of configurin
• try to test key options how well the work
• make needed manual and CLI helpers update (for manual also "5.1.3. SMSC configuration parameters which influence the traffic throughput" chapter)

This is a copy of SMSC GW issue: RestComm/smscgateway#128
We will process it for this project.
