Better Unicode support

IRC doesn't officially support unicode, but most clients do anyway. The bot needs to be better tested for unicode support.

One area I know is problematic is the lib/listdb module, since it reads/writes the file in 'ascii' mode. The fix for that particular issue might be simply changing 'ascii' to 'utf-8'.
