Add a flag to handle alerting failures #37

Currently we are throwing and error and exiting if lockdown is unable to post an alert to the central alert pub sub topic

Describe the solution you'd like
A nice feature would be to add a flag to let the user decided how to handle those failures. Do we want to take action on resources if we do not have the ability to alert a SIEM or slack channel? Let's leave it up to the user instead of failing to remediate potentially critical findings.
