SOLR-17937: Metrics and UI for GPU support

@punAhuja @narangvivek10 I gave it a try, and it looks good. However, one thing that we could improve is that the UI shows the GPU graph only when someone uses a cuVS based collection. However, before using cuVS based indexing, the user should feel good about seeing the GPU on the dashboard. We should explore being able to populate the graph as soon as Solr starts up (with the cuvs-lucene jars in the classpath).

Also, I saw that the graph wasn't changing with changing GPU memory usage. Is there be a bug?
