GZIP test includes method for testing existence of Expires rules

For some reason, the gzip test (`rat-test-gzip.php`) contains a method for testing if Expires rules are being set (for testing if caching is enabled). This should be moved into its own test and support more methods for testing (`curl` and inspecting headers, for example) and more caching methods (not just mod_expires).
