process_data.py with GoogleNews-vectors-negative300.bin.gz file

I found it unable to pass argument with bin.gz file in window os!
If I tried to unzip it with tar command, the all the unzipped files become 0 byte. And if I tried to using bin.gz the unicode error consistently occurred.

Is there any suggestions for using GoogleNews-vectors-negative300.bin.gz file?
