Two public upload settings?

I noticed that there's two options regarding public uploads. One to allow public uploads, and one to hide/show the public upload card on the main feed, so users who aren't logged in can upload clips.

However, looking at the tied logic, it seems that unless the public upload card is toggled on, there's no other way for public users to actually upload publicly? Making the "Allow public uploads" setting redundant, they essentially do the same thing. Is there another reason that we have two toggles for that? Otherwise maybe we could motion to remove it to simplify the settings page!

@dammitjeff Yeah at this point it is probably fine to remove that setting. A while back when I first was building this I had a script to automatically upload files using my session and since it was a script it didn't need to actually have the upload card visible so I had a setting to not show it.
