Dev Dashboard App Store listing - Submit for review button does nothing

In the Shopify Dev Dashboard, our public app cannot be submitted for App Store review.

Clicking the "Submit for review" button does nothing:

• No loading spinner
• No redirect
• No status change
• No network request
• No console errors

Environment:

• Page: Dev Dashboard → App Store listing
• App ID: kargotakip
• Browsers: Chrome 143, Edge
• Distribution: Public
• All required fields completed
• GDPR webhooks returning 200 OK

This issue exists since the first submission attempt and blocks app publication.
This appears to be a Dev Dashboard UI/backend bug.

This issue is currently blocking our public app submission.
We have contacted Shopify Partner Support but have not received a response yet.
Any guidance or escalation from the engineering team would be greatly appreciated.
