[Feature] - Update device restrictions policy to remove deprecated payload

As of Ventura 13.0, Apple has deprecated the SystemPreferences payload, which includes DisabledPreferencePanes:

The SystemPreferences payload is deprecated, but existing keys and the new DisabledSystemSettings key will continue to disable corresponding panes in System Settings for macOS Ventura. A future version of macOS won't support this payload.

Apple recommends that "When new restrictions become available to control functionality exposed through System Settings, those restrictions should be used instead of disabling the entire preference pane. This allows for user transparency even when the user's control has been disabled by a restriction."

If we can confirm that the listed restrictions are in effect, perhaps disabling preference panes is unnecessary and can be removed from the policy.
