"Cannot create that type of payment account."

Weird burst of errors in prod log this morning from 4:13am until 5:13am:

ERROR e.s.l.e.s.services.PaymentsService: Cannot create that type of payment account.
```

Obviously horrible logging, need to look into what to add to it, and see if there's anything else clear about the issue that I can fix.
