Make "Create and Load" do a "DROP" first?

There has been a suggestion to make the current "create and load" mechanism first DROP an existing table. The original intention was that the create and load was a mechanism for creating a table that DID NOT already exist; it's documented that way (in the code at least). I have mixed feelings about this one. Any feedback?
