auto install of csound in windows

As it's already done in mac, windows has to catchup with csound install. Even just download and insertion in local path, that will reduce users manual steps.
As this relates to production, I'll assign to @atjessehill in case you're not testing much on windows we can look for dev with help from @MKDYasserH

For windows, the installation process looks less nice. I'm going to hold off on this for now.
