Monitor other solvers and claim rewards

With reward/slash mechanism, solvers reserve a small amount on top of the original amount to ensure they act in a timely manner. Other solvers can monitor them and, if they fail to act on time, complete the user’s swap and claim the bounty.

Implement this as a core component of the Solver (possibly as a separate workflow) to monitor, resolve edge cases, and claim rewards.
