Research Tiny Tape Out integration procedure

1. Set up TTO repo with CI and have this project as a submodule (or, more specifically the sources)
2. Set up very basic implementation of the TTO's top
3. Scope out the testing and verification procedures

I think we have 64% utilization on the 4x2 tile setup, i think we can manage to go down to 3x2; however im not sure what's up on the memory front yet -- i.e. doe tto provide some on-chip accessible to al designs.
