Move pg_restore function into macrostrat.database #10
Description
We created a pg_restore function that needs to be integrated here (UW-Macrostrat/macrostrat#5). This should replace the similar function in https://github.com/UW-Macrostrat/python-libraries/blob/main/dinosaur/macrostrat/dinosaur/upgrade_cluster/restore.py, and the results should be tested.
