[VPS-149] The Github Actions are hard to visualize

AS A: Dev
I WANT: Github Actions to be in one workflow
SO THAT: Its easier to debug

AC's:

1. linter, prettier and unit testing in one workflow. Notification.yml and deployment files remain untouched.
2. functionality of jobs remains untouched (overall effect is unchanged)

Could we perhaps add "functionality of jobs remains untouched" as an AC?
As this is primarily a refactoring effort, we should take care to test carefully to ensure there aren't any side effects. (Especially so as we are dealing with CI/CD here!)
