[VPS-160] Scene Permissions Backend is implemented

Description:

AS A: Staff member
I WANT: some scenes to only be accessible to certain roles
SO THAT: only the people I want can play through the parts I want them to play through

AC's:

1. Each scene can be assigned a role or role(s)
2. If a scene is assigned a role and a player is assigned the same role, they can play through it normally
3. If the player does not have the required role, they get shown a page telling them that they cannot access this and have to wait for another person in their group to play through the scenario

Technical Discussion:

• no role is the same as any role (i.e. anybody can play through it), this is the default
