[VPS-189] Integrating the notes with invalid scene permissions section

Description:

AS A: user
I WANT: to be able to modify my notes when I arrive at a scene I can't access.
SO THAT: I can pass on any relevant info to the other members in my group.

AC's:

1. The invalid scene permissions page has an added button called "View and Edit Notes", which, when clicked pulls up the notes tab (see below). This button is right above the existing "Back to scenarios" page.
2. When the notes tab is closed, it takes you back to the invalid scene permissions page.
3. The user's current role and role(s) that do have access are displayed in the text on the invalid permissions page.

Notes page that should be bought up when edit notes button is clicked.
