Implement new navigation

There are two nav bars, one for the main area of the website and another on the 'splash / home page'. Following discussion in Discord, it is proposed the site navigation be updated to the following. The PR won't create all the new pages intended to eventually replace information elsewhere - therefore, some nav links will take the user to other locations (mainly the forum).

Main navigation

🏠 Home
Staff - List of staff members (eventually this page would become 'Departments', outlining the role of each, listing staff, and linking to the various department Handbooks that are currently hosted on the forum
Meeting Minutes - link to https://community.vatsim.uk/files/downloads/category/9-minutes-reports/ until replaced
Policies - Link to Policy tab landing page (to be created)
Contact Us - Direct link to Helpdesk
