Add PTT Hold Option

Currently, PTT functions as a momentary button. It would be helpful to add an option in the console configuration to enable a toggle mode; press once to key up, press again to unkey. This would be especially useful for users without a footswitch. Additionally, maybe add a time out timer for this as well to prevent hotmics.
