Split Tunneling QOL

by default i'd show in split tunneling only apps with "android.permission.INTERNET"
in other word, hide apps which can't connect to internet
and you will get shorter, more convenient list
also, system/user apps can be separated

Internet permission thing may not be good idea because user could try to find some app but not find it. But system apps thing make sense to me I am creating issue for it we can Just add simple check box I think we already use that in Tv apps.
