Populate the README.md file with meaningful content

I am currently looking through all repositories under the WordPress org to see if there are any that are no longer needed and can be archived.

When I got to this one, I saw that it's used for planning purposes by the team (which is great). But the purpose, contributing guidelines, expectations, etc. was not immediately clear.

Could the README.md file be updated with at least an overview of the purpose for the repository?

I'm not sure why this was closed out and I do not have access to Linear to see why. Reopening and I will seek some clarity in the team's Slack channel.

@leogopal, this appears to have happened because of your own Linear integration - can you please confirm and disable any auto-closing or any other automated actions within the WordPress organization? Thanks in advance.
