How does os.execute work?

os.execute("Notepad.exe"); opens up notepad, though doing os.execute("cmd.exe"); doesn't work. Putting in the path of a .exe also doesn't open it up, same goes for .jar or .bat. I am trying to launch a runnable jar file, either by executing it directly or via cmd by cmd /c [path to jar] (ig the command would be run through the args passed to cmd.exe)

I checked from Process Explorer, it actually starts cmd.exe, but window is hidden for some reason.
Some guy was triggering powershell from it, I guess it should work

Calling os.execute("cmd.exe",["pause"]); shows nothing on task manager, though it doesn't give out any errors, I also tried calling it on Calculator.exe and it works fine, but when giving the path to an executable like msedge.exe as an example it just doesn't launch it.

Running the same code directly in java, cmd shows up on task manager. Here is the code that ran:

though doing the same thing but in cheat utils: os.execute("cmd.exe",["/c","pause"]); which gets combined to the same list i inputted doesn't run anything, maybe its something related to restrictions against the mod?
