Replace command line ESMF calls with ESMPy #27

ESMF is a beast of an install.
Interpolations would, likely, be a lot more user-friendly if the calls to ESMF_RegridWeightGen were replaced with calls to ESMPy. A majority of the work needed to do this is already done (in the generation of the NetCDF files), and just needs to be ported over.
ESMPy can be installed with conda/pip, and does not have as many dependencies as the full ESMF install. 3D weight generation of unstructured meshes is supported, and would eliminate the intermediate step where NetCDF files are written to disk.
Weights can, of course, be cached from previous runs in situations where a user wishes to re-use weights...
