Set password page missing password requirements

What happened?

I was unable to set my password as I was failing to meeting the password requirements.

Expected behaviour

No response

Steps to reproduce

• I was set up a new account on a v1.0.0-rc.4 instance of the Authoring Tool.
• I proceeded to follow the 'Set your Adapt password' link from the received email.
• I was unable to set my password as I was falling foul of the password requirements.
• The password restrictions were not fully listed on the page - notably missing the 12 character requirement.

Going to bump down the priority of this one as is an enhancement, and is additional to the legacy behaviour.
