Bug: Game Updates do not work if the every-day user steam client/app is open/running.

It should be noted this is also an issue if trying to install a game while the steam client/app is actively running.

Quick fix could be to simply close steam application if it is active, run the agent call for update, then relaunch steam client if it was originally active.

This issue will require additional data collection around the behavior of steam.

1. Need to determine if issue is present when the steam client/app doesn't have the game installed
2. Does steam client/app work in tandem with the agent when the agent's install path for the game coincides with the install path for the steam client's version of the game
