Client specific server registration of tools

Right now the servers have to be added once by only one user and every other user because it is the server that is storing those servers in its registry. However, we need to store information about the registered tools either on the client's local storage (just like how we store the API keys) or create a DB on the server side that maintains a list of tools corresponding to each client
