A maven wrapper updater action

A maven version of this gradle action could be great to have, in order for my repos to get a pull request with the newest maven wrapper verison.

not sure why this would need a new action. Dependabot learned to update poms (https://github.com/dependabot/dependabot-core/tree/main/maven), I don't see why it couldn't update the wrapper too.
