Investigate Pulser Frequency and Impedance Scaling Factors #175

There is a factor of 2 that was being investigated in the application of additional frequency and impedance terms to voltage amplitude in an antenna from a pulser. Justin Flaherty was working on this in early 2024 and shows the equation he used on slide 25 of this presentation though he says this was yielding values that were too large. As a result, events in EVENT_TYPE 12 typically have saturated waveforms. An arbitrary scaling factor was added to EVENT_TYPE 11 to change the amplitude of pulsers so those waveforms don't saturate with a certain range of scaling applied.
