Upgrade to Rails 7.2 or later

Rails 7.0 was EOL April 1, 2025. Rails 7.1 is EOL on Oct 5, 2025. We need to be on Rails 7.2 or later by that date.

@bfcoder Since this is a gem, it just specifies what version of rails it supports. Do we actually need to change it or can we make an exception for this repo?
