BDD tests are sometimes failing in github due to virtual env startup race condition #327

Describe the bug
The Github Java at_client CI / test-and-build sometimes fails.
The exception indicates that the install PKAM scripts have not completed.
On re-run the job succeeds.
Requires investigation.
Steps to reproduce
mvn clean install and/or navigate to github Actions Java at_client CI and rerun job
Expected behavior
The tests should pass reliably
