IBM base image deprecated in builder

The VSI base IBM image being used below is deprecated, and no longer valid image. It still provisions but at some point that will be removed and it will start failing.

Not sure if theres a way we could future proof and ensure a check to make sure its the latest version that isn't in a deprecated status to avoid eventually it being sunset and breaking automation
