Feature: Teleport command cooldown (or option to disable it)

Describe your feature request or suggestion in detail

Currently the teleport command ".gh tele" doesn't have a cooldown and can be abused for faster world traversing (using the guild portals), and to avoid PvP and PvE situations.

Solutions for these issues would be to add either or together:

1. Cooldown of the command + timed execution (like the heartstone);
2. Option to disable the teleport command completely, leaving only the heartstone or the NPC menu as a guild house entrance.
