Create a new ReceiptBuilder builds deposit receipts

Currently, with OpRethReceiptBuilder, we have to call build_receipt, then on error, fetch some data and call build_deposit_receipt. Instead, we should create a new receipt builder that just builds receipts for any transaction type.

I'm working on this and will create a PR. Sorry for jumping straight into it. If accepted, I can also apply the same solution to op-rbuilder as mentioned here.
