Description
Picking up from where #86 left off, while having some very loose concept of resource management makes sense (ie, get the hell out of the way and let people figure it out), there needs to be some form of failsafe such that stewardship of a resource can be re-assigned if necessary.
The idea is a bloc might be in stewardship of a resource (an apartment building maybe) and there's some mass-exodus, leaving a few asshole stewards left int he entire bloc who refuse to let anyone live in the building. They cannot be reasoned with. What is the solution?
There needs to be some framework for reassigning stewardship from one bloc to another. The general idea here is that the people most affected by a decision are the ones who make it. This is impossible to quantify in any meaningful sense, so we have to rely on one or more workarounds.
Ideas:
- Geography. If we can somehow determine where people spend their time (at home, at work, hanging out under bridges) then we can assign some sphere of location-based influence that allows them some say.
- Quadratic voting. Everyone gets some small, time-based vote budget that caps out at some number. They can use this voting power to reassign stewardship.
