Performance metric: consumer purchase trust score #141

Quick note, this just hit me, will paint a prettier picture later. The idea here is that blocs that have consumer purchases will have a higher trust score, and this trust score transfers to blocs they order from. The idea here is that the cybernetics system could adjust more favorably to blocs that are involved in meeting a demand.

Note that this is not necessarily a useful metric in a perfect world, but rather could be used when determining which blocs are abusing the cybernetics system or creating sybil networks.

This metric will likely require some form of N-degree network analysis, which could get expensive fast if being calculated on a per-incoming/outgoing-order basis.
